I sincerely hope the Water Sector Roadmap doesn’t repeat the mistakes NERC made with the CIP standards. They had a remarkably similar roadmap and look at where they are now.
One thing to keep in mind: There is a chain of legislation, regulation, and standards (FISMA->FIPS->NIST) which say that anyone is working on behalf of the Federal Government (for example, maintaining the water system at a DoD facility) must adhere to NIST 800.
With so many water utilities bound by such regulation, I don’t think we’ll see a repeat of the NERC CIP standards, as there isn’t much value in creating new standards when others already exist and are legally required.
